Plant Protection Regulation (Plant Importation), 1970.

This Regulation, divided into 20 sections and six Annexes, gives definitions and makes provisions for the importation of plants to Israel. Section (1) gives definitions. Section (2) deals with prohibited importation: a person shall not import a plant or one of the elements listed in Annex 1 unless authorized by the director of the Plant Protection Department for research or agricultural development reasons or one citron for personal religious purposes. Section (3) provide for licensed importation: a person can import the plants listed in Annex 2 if the director has granted an importation license to the importer, plants have obtained a Health certificate according to license conditions and have sustained tests listed in Section (13). Section (4) deals with the importation of potatoes from the UK, Ireland and Holland: a person shall not import potatoes from the UK, Ireland and Holland unless the director has granted his approval, the potatoes are Certified and Classified for importation requirements, the potatoes have been grown in the UK, Ireland and Holland, all requirements listed in Annex 3 have been fulfilled and they have sustained tests listed in Section (13). Section (5) deal with potatoes importation from a European country: a person shall not import potatoes from a European country unless the director has granted his approval, the potatoes have been grown in a European country, all requirements listed in Annex 4 have been fulfilled and they have sustained tests listed in Section (13). Sections (6) and (7) provide for license conditions. Section (8) to (9) deals with Health certificates: a health certificate shall be compiled according to the Annex of the International Plant Protection Agreement reported in Annex 5 of this regulation. Certificate must be compiled in English or French and will report all information required for importation. Every shipment for which a certificate is compiled will be inspected before departure and must be clean of soil and sand residues. Sections (10) and (11) provide for packaging and labelling of shipments. Section (12) to (14) provide for inspection measures for a shipment upon arrival: has an inspector found a suspected contaminated shipment, he can: order to eliminate or disinfect the hole or part of it, quarantine the shipment in closed place for further inspection or he can order to take the shipment out of the state of Israel’s territory. Section (15) defines the usage of an imported plant for breeding purposes only if a license has been issued for that purpose. Section (16) regards exemptions from this regulation: the director of the Plant Protection Department can exempt the importation of specific plants from defined countries provided that shipment shall not exceed five Kg.
