Abstract
These Regulations, made under the authority of the Water Law, the 1961 Abatement of Nuisances Law, and the 1940 Public Health Ordinance, are aimed at preventing leaks from wastewater conveyance systems in order to protect water sources, ecosystems, biodiversity, and other natural resources, as well as to prevent environmental hazards, inter alia, by imposing charged and issuing directives in accordance with the provisions of these Regulations.
A local authority shall operate and maintain a wastewater conveyance system owned or held by it, at all times, in accordance with the provisions of these Regulations, in an efficient and reliable manner, and shall ensure the prevention leaks and environmental hazards. The Regulations sets out duties of local authorities regarding operation, maintenance and inspection of conveyance systems and require them to collect data and develop plans regarding such systems.
