Abstract
This Regulation, of 13 sections, gives definitions and makes provisions for the approval, selling and inspection of seeds included in the Allowed for selling species list. A person will not sell or stock seeds for commerce purposes unless included in the allowed species list or exempted by the director of the Seeds Inspection Department. A person will not add the mark “Hybrid Species” or “F-1” to a species name unless it is its production process. The Minister of agriculture will appoint a Seed Approval Committee. A request to introduce a species in the Allowed Species List will be sent to the committee chairman and will include the species name, description, provenance, the testers name and the tests results. The committee has the power to invite experts or to initiate a research team in order to reach a decision as for the approval of species. The committee has the power to exclude a species from the Allowed Species List when a species does not stand for the requirements exposed in its approval request. The committee will publish the decision for the exclusion of a species from the allowed species list and its formal deletion will take place after a two years period. A species breeder will keep registers regarding the species breeding that shall be object to official inspection by the Seeds Department of the Agricultural Research Authority in which a seeds sample shall be kept as long as a species is included in the list.
