Seeds Regulation ( Seedlings growing and selling)-1964

This Regulation, composed of 35 Sections and two Annexes, gives definitions and makes provisions for growing and selling of seedlings. Section 1 gives definitions: a seedling is defined as any sapling of a fruit tree, vine or rose that has developed roots for planting purposes. An Authority is defined and instituted for seedling improvement purposes. The Director is he who is authorized by the Minister of Agriculture. Section 2 defines seedlings produced following this regulation as pure (improved) seeds. Section 3 prohibits the growing for selling purposes of seedlings unless conform to the orders listed in Annex 1. Section 4 concerns the authority that will propose regulations and requirements for the development of seedling production. Section 5 provides for nursery license procedures. Sections 6-8 deal with growing permits for seedlings in licensed nurseries. Sections 9 and 10 and sections 30 and 31 deal with license granting. A nursery license may be granted, refused, postponed or abrogated by the director. A license shall be issued only after an inspection has been operated on site and facilities have been found suitable for seedlings growing purposes. A license tax must be paid as reported in Annex 2. Section 11 prohibits the selling of non-appropriate seedlings. Sections 12-14 provide for nursery procedures. Section 15 provide for transportation procedures for seedlings selling purposes. Sections 16 and 17 concern the selling of non-appropriate for selling seedlings. The authority may permit the selling of low-quality seedlings by setting other regulations. Sections 18 and 19 deal with seedling selling places. A seedling selling place must be authorized by the director and selling tax must be paid as reported in Annex 2. Sections 20-25 provide for labelling measures for the seedlings. Seedlings label must report: species, stock, nursery of origin, age and date of labelling. Section 26 provides for a dispute committee procedures. Section 27 deals with seedling registration procedures. Section 28 concerns the notification, to the grower, of any inspectional test operated on a seedling in a nursery by an inspector. Section 29 defines any seedling found in a nursery as for selling purposes. Sections 32-35 report general information.
