Abstract
This Act consists of 391 Sections divided into 7 Parts: Preliminary (I); Constitution of Municipalities and constitution or appointment of Municipal Authorities (II); Municipal Establishment (III); Taxation, Finance Municipal Fund(IV); Public Health, Safety and Convenience (V); Subsidiary Legislation and Penalties (VI); Procedure and Miscellaneous (VII).
The municipal authorities charged with carrying out the provisions of this Act are: (a) a council; (b) a Chairperson; (c) a commissioner; (d) the Wards Committee. There shall be constituted for each Municipality a body of members to be called the Municipal Council having authority over the Municipality.
All public water courses and springs, all public reservoirs, tanks, cisterns fountains, wells, stand-pipes and other water- works and also any adjacent land, not being private property, appertaining thereto shall vest in the council and be subject to its control (Sec. 133). The Government may constitute a water board for one or more municipalities or other local authorities for the construction and maintenance of water works for the supply of water to such municipalities or local authorities (Sec. 135). The council shall make adequate arrangements for the removal of rubbish and filth and for the preparation and sale of compost (Sec. 164). The owner or occupier of any stable, veterinary infirmary, stand, shed, yard or other place in which animals are kept or taken in for purposes of profit shall apply to the municipal health officer for a licence before the opening of such place, or the commencement of the year for which the licence is sought to be renewed, as the case may be (Sec. 260). The Act further makes provisions, inter alia, for licence for slaughter-houses, slaughter of animals for sale as food, milk trade, public markets, butchers, fish-mongers, poulterer's licence, powers of Municipal Health Officer for purpose of inspection, power of Municipal Health Officer to seize diseased animals, noxious food, prohibition against keeping animal so as to be a nuisance or dangerous, power of Government to make rules, etc.
