Abstract
This Andhra Pradesh Panchayat Raj Act, 1994 consists of 278 Sections divided into 8 Parts: Preliminary (I); Gram Panchayat (II); Constitution and Incorporation, Composition, Powers, Functions, Etc., of Mandal Parishads (III); Constitution, Incorporation, Composition, Powers, Functions, Etc., of Zilla Parishads (IV); Conduct of Election and Election Officers (V); Finance Commission (VI); Miscellaneous (VII); Rules, Bye-Laws and Penalties (VIII).
For every Gram Panchayat there shall be constituted functional committees respectively for agriculture, public health, water supply, sanitation, family planning, education and communication and for any other purposes of this Act. It is the duty of Gram Panchayat to make reasonable provisions for carrying out the requirements of the village in respect of the matters such as: the construction of drains and their maintenance and the disposal of drainage water and sullage; the sinking and repairing of wells, the excavation, repair and maintenance of ponds or tanks and the construction and maintenance of water works, for the supply of water for washing and bathing purposes and of protected water for drinking purposes.The Government may transfer to any Gram Panchayat the protection and maintenance of any village irrigation work, the regulation of turns of irrigation, or of distribution of water from any such irrigation work to the field depending on it.
