Abstract
This Regulation provides for the rights of landholders and tenants, demarcation and boundaries, record of rights, revenue assessment and realisation, and related matters. It consists of ten chapters: I. Preliminary; II. Rights over land; III. Settlement and Resumption; IV. Registration; V. Arrears and Mode of Recovering Them; VI. Partition and Union of Revenue Paying Estates; VII. Powers of Officers; VIII. Procedure; IX. Miscellaneous; and X. Protection of Backward Classes.
Chapter I contains the short title, commencement, extent and definitions. Chapter II provides for rights of proprietors, landholders and lease holders; the rights which may be acquired over land by any person; land exempted from operation of the chapter; and power of government to make rules in respect of unauthorised occupiers and allotment of land for grazing and to tribes practicing migratory cultivation. Chapter III makes provisions relating to survey and demarcation, assessment of land revenue and record-of-rights. It includes maintenance of boundary marks and penalties for removing them, procedure in case of boundary disputes, lands liable for revenue assessment, settlement, entering of records, determination of class of tenants and their rents, and house tax.
Chapter IV requires maintaining of registers for revenue-paying and revenue-free estates, and lays down the liability of persons and the procedure for registration of their names in the registers. Chapter V makes provisions for liability of land revenue and modes for recovering the same including sale of movables and estate. It provides for the procedure for demand notice, attachment of estate, disputes and right of pre-emption. Chapter VI contains provisions for partition of an estate and uniting of two or more estates. Chapter VII provides for appointment of various revenue officers and lays down their powers. Chapter VIII makes provisions in respect of legal proceedings, appeals and referring disputes to arbitration. Chapter X contains special provisions for the protection and welfare of backward classes.
