Abstract
This Act provides for preservation, protection and conservation of water bodies in certain areas of Assam. The Act extends to all notified Master Plan areas except for areas under Autonomous Districts, which may also be included by notification. Section 3 states that every person in the state shall maintain and preserve land containing any water body in such a manner that its area is not diminished and its character is not changed and is not converted for any other purpose. Section 4 provides for the composition of District Level Committee to be formed. Section 5 lays down the functions of such Committee which includes preparation of a Schedule of water bodies in the Master Plan Area, and preparation and execution of a plan for protection, preservation and development of the water bodies. The procedure for preparation of Schedule of water bodies is laid down (Sec. 6). The Act also provides for composition and functions of a State Level Committee to be formed. Further, provisions are made to prohibit allotment of land identified as water bodies and use of land that may in any way damage or reduce the size or pollute water bodies. The penalty for contravention of the provisions of the Act are laid down.

An Act to provide for preservation, protection, rejuvenation, conservation, regulation, maintenance and effective utilization of water bodies falling within the notified Master Plan areas of Assam and to develop the water bodies into natural water reservoir and convert into eco-tourism recreation center and sustainable fisheries to suit the ecological balance and to protect the water bodies from the encroachers and damages within the jurisdiction of the notified Master Plan area.
