Abstract
These Guidelines are framed in exercise of the powers conferred by section 21A of the Air (Prevention and Control of Pollution) Act, 1981 (14 of 1981). Chapter 1 of the Guidelines contains the short title, commencement and definitions. Chapter 2 provides for the form for application for consent to establish or operate an industrial plant under section 21 of the Act and the fees payable along with such application. Chapter 3 lays down the criteria for establishment of industrial plant including procedure for selection of location, distance from water body, settlement, education institute, place of worship, national park, heritage site etc. Chapter 4 states the guidelines to be followed by the State Pollution Control Boards in respect of grant of consent to establish an industrial plant, grant of consent to operate the industrial plant, renewal of consent, and refusal or cancellation of consent. Chapter 5 provides for monitoring committees at the national and state level. Chapter 6 requires the Central Pollution Control Board to develop an online portal for the purposes of these Guidelines.
