Abstract
These Rules, consisting of 6 Chapters and 3 Schedules, shall apply to every producer, consumer or bulk consumer involved in the manufacture, sale, purchase and processing of electrical and electronic equipment or componenets as specified in Schedule I, collection centre, dismantler and recycler of e-waste and not apply to: batteries, as covered under the Batteries (Management and Handling) Rules 2001; micro and small enterprises as defined in the Micro, Small and Medium Enterprise Development Act, 2006; and radio-active wastes as covered under the provisions of the Atomic Energy Act, 1962 (33 of 1962). The Rules also specify requirements and responsibilities of the producer of electric and electronic equipment, specifying e-waste collection, and channelizing for recycling or disposal.
These Rules are divided as follows: Preliminary (I); Responsibilities (II); Procedures for seeking authorization and registration for handling e-wastes (III); Procedure for storage e-waste (IV); Reduction in the use of hazardous substances in the manifacture of electrical and electronical equipment (V); Miscellaneous (VI). Schedules list: Categories of electric and electronic equipment covered under the rules; Exemptions; Authorities and corresponding duties.
