Environment (Construction and Demolition) Waste Management Rules, 2025.

These Rules are made in exercise of the powers conferred by sections 6, 8, and 25 of the Environment (Protection) Act, 1986 read with sub-rule (3) of rule 5 of the Environment (Protection) Rules, 1986. They provide for the environmentally sound management of construction and demolition waste in India.
Chapter I contains the short title, date of commencement, application and definitions. Chapter II makes provisions for the management of construction and demolition waste. Every producer shall be responsible for the disposal and management of waste generated in an environmentally sound manner. The extended producer responsibility framework shall be implemented and monitored through an online portal, and producers, operators of Intermediate Waste Storage Facility, recyclers, and; collection point established by local or development authority shall register on the portal. Chapter III requires that the processed waste shall be utilised in certain construction activities and the waste utilisation framework shall be implemented through the online portal. Chapter IV lays down the responsibilities of all stakeholders such as waste producers, contractors, service providers, operators of storage facility, recyclers, the central government, pollution control boards and other authorities. Chapter V provides for the procedure for storage and processing of waste. Chapter VI makes provision for compensation and chapter VII contains reporting requirements and other administrative provisions.
