Abstract
These Guidelines are issued by the Central Ground Water Authority separately from the Guidelines to regulate and control groundwater extraction in India of 24th of September 2020 (Ground Water Abstraction Guidelines). They permit abstraction of saline ground water at specified conditions. Generally, abstraction requires a proper effluent water disposal plan to avoid degrading of environment/ surroundings. Specifically, No a Objection Certificate (NOC) for saline ground water extraction shall be granted subject to the specified conditions (specified for Completely Saline Assessment Units and Partially Saline Assessment Units). NOC shall not be granted to new major industries in over-exploited assessment units. Permitted saline abstraction shall be exempted from paying groundwater abstraction/restoration charges. Self compliance of conditions laid down in the no objection certificate shall be reported by the users online in the web portal of Central Ground Water Authority/State Ground Water Authority. Extraction of ground water for commercial use without a valid No Objection Certificate from appropriate authority shall be considered illegal and such entities shall be liable to pay Environmental Compensation for the quantum of ground water so extracted, as per Section 15 of the Ground Water Abstraction Guidelines.
