Abstract
This Act provides for measures for protection of environment and ecosystems in Antarctica. Chapter II contains the requirements as to permit for Indian expedition to Antarctica, in respect of Indian station in Antarctica, for vessel and aircraft entering Antarctica, for mineral resources and other activities in Antarctica such as entering protected areas, waste disposal, commercial fishing etc. Chapter III prohibits certain activities in Antarctica, including disposal of radioactive waste, introduction of non-sterile soil, possession or sale of anything obtained in contravention to the Act, and discharge into sea of garbage, plastics or other products harmful to marine environment.
Chapter V constitutes Committee on Antarctic Governance and Environmental Protection (Committee) to monitor and ensure compliance of relevant international laws, emission standards and rules for the protection of Antarctic environment. Chapter V lays down the procedure for application of permit to be made to the Committee. Chapter VI provides for inspection in India and at international facilities. Chapter VII contains provisions relating to waste disposal and waste management plans to be made by the Committee. Chapter VIII provides for prevention of marine pollution and liability for environmental emergencies. Chapter IX lays down the offences and penalties. Chapter X establishes an Antarctic Fund and the requires maintenance of accounts and audit of such fund.

An Act to provide for the national measures for protecting the Antarctic environment and dependent and associated ecosystems and to give effect to the Antarctic Treaty, the Convention on the Conservation of Antarctic Marine Living Resources and to the Protocol on Environmental Protection to the Antarctic Treaty and for matters connected therewith or incidental thereto.
