Abstract
This act provides for the management of water supply and sewerage system in Jaipur Urban Area. It consists of 9 Chapters and 103 sections: I. Preliminary; II. Establishment and Constitution of the Board; III. Contract, Finance, Accounts and Audit; IV. Powers, Functions and Duties of the Board; V. Water Supply; VI. Sewers and Sewerage Management; VII. Transfer of assets and liabilities to the Board; VIII. Offences and Penalties; and IX. Miscellaneous.
Chapter I contains the short title, extent, commencement and definitions. Chapter II establishes the Jaipur Water Supply and Sewerage Board (Board) and provides for the appointment, term of office, conditions of office and other provisions for Chairperson and members of the Board. Chapter III provides for the financial assistance from government, fund of the Board, use of such funds, budget of the Board, maintaining accounts and audit of the accounts and preparing annual reports. Chapter IV lays down the powers and functions of the Board including the preparation, planning and execution of schemes and projects for the development and management of water supply and sewerage systems. Chapter V provides that water supply for domestic purpose shall not be deemed to include supply for commercial or industrial purpose. It allows for providing public water supply system and cutting off water supply in certain situations. Chapter VI requires the Board to construct and maintain sewers and sewage disposal works, ensure distinct drains for polluted water and rain water. Chapter VII transfer assets and liabilities of local authorities to the Board. Chapter VIII provides for Offences and Penalties. Chapter IX provides for referring disputes between the Board and local authorities to the state government. It prohibits certain acts and allows entry of authorized persons into any land or building for carrying out purposes mentioned therein. The Board is required to form a Customer Grievance Redressal Forum and can make regulations, after taking approval from the state government.
