Jharkhand Waste Water Policy, 2017.

The goal of Jharkhand Waste Water Policy, 2017 is to ensure increased use of recycled water for purposes other than drinking, through appropriate technologies for water recycling and protection of environment. The core principles include promotion of proper functioning of network based sewerage systems, recycle and reuse of water, inclusive and participatory decision making, capacity building for enhanced institutional ability, Public Private Partnership and making waste water projects economical and environmentally sustainable. The Policy requires local bodies to consider waste water a resource and prepare city wastewater reuse plan for a period of 20 years. It also discusses wastewater collection and treatment, reuse of treated effluent, industrial uses for reclaimed water and other reuse options like irrigation and fish farming.
The Policy lays down options for greywater treatment systems including household methods and constructed wetlands. The Policy recommends establishing criteria in order to apply the polluter pays principle. It envisages setting of prices that cover at least the operation and maintenance costs of delivery. The Policy states that extensive and comprehensive monitoring programs shall be developed, observation wells shall be installed near the treatment plants to monitor groundwater quality and data collected shall be processed and published periodically. The Policy lays down monitoring and evaluation framework and offers tax incentives in certain cases.
