Abstract
These Rules are framed pursuant to the powers conferred by Section 64 of the Water (Prevention and Control of Pollution) Act, 1974, (Central Act 6 of 1974) and apply to the state of Karnataka. The Rules consist of nine chapters: I. Preliminary; II. Powers and Duties of the Chairman and Member-Secretary and Appointment of Officers and Employees; III. Temporary Association of Persons with State Board; IV. Budget of the State Board; V. Annual Report of the State Board; VI. Account of the State Board; VII. Report of State Board Analysis; VIII. State Water Laboratory and IX. Powers and Functions of the State Board to collect Samples.
Chapter I provides definitions, procedure for meetings of the Karnataka State Board of Prevention and Control of Water Pollution (Board) and its committees. Chapter II lays down the powers and duties of the Chairman and Member Secretary of the Board. Chapter IV contains provisions relating to the budget of the Board. Chapter V and VI describe the form of annual report and annual statement of accounts of the Board respectively. Chapter VII contains provisions in respect of analysis of any water, sewage or trade effluent and required qualifications of analysts. Chapter VIII provides for functions of the State Water Laboratory and fees for laboratory reports. Chapter IX contains powers of the State Board to collect samples and the procedure for application to the Board for its consent to establish any industry, operation or process.
