Abstract
This state action plan provides a strategic framework to address Meghalaya’s vulnerability to climate change and enhance its climate resilience. Given Meghalaya’s location in the eastern Himalayan periphery and its fragile ecosystem, the state is highly susceptible to climate-induced changes such as erratic rainfall, temperature fluctuations, and extreme weather events like floods, landslides, and droughts. Meghalaya's economy is largely dependent on natural resources, with key sectors such as agriculture, forestry, water resources, and energy being particularly sensitive to climate impacts. The action plan integrates national climate policies with regional priorities to develop a sustainable and climate-resilient pathway. The plan identifies key vulnerabilities, assesses potential risks, and proposes strategies to enhance adaptation and mitigation efforts across various sectors.
The climate change strategies outlined in the action plan focus on a sectoral approach to adaptation and mitigation. In agriculture, the plan promotes climate-resilient farming, organic practices, irrigation improvements, and alternative cropping techniques. Water resource management strategies include promoting rainwater harvesting, watershed development, and sustainable groundwater management to counter water scarcity and contamination. In forestry, the plan emphasizes afforestation, biodiversity conservation, and sustainable forest management to enhance carbon sequestration. The energy sector strategy prioritizes the expansion of renewable energy sources, increasing energy efficiency, and reducing dependency on fossil fuels. Institutional capacity building, governance reforms, and cross-sectoral coordination are key enablers for implementing these strategies effectively.
The Meghalaya State Council on Climate Change and Sustainable Development has been established to oversee the implementation of the action plan. The plan aligns with India’s National Action Plan on Climate Change and includes state-specific initiatives to enhance climate resilience. Funding strategies involve leveraging national and international climate finance mechanisms, public-private partnerships, and integrating climate considerations into developmental programs.
