Abstract
This Act provides for establishment of village councils in the state of Mizoram. It extends to the whole of Mizoram, except the areas under the jurisdiction of Municipalities and the Lai, Mara and Chakma Autonomous District Councils. The Act makes provisions for the constitution of village council, reservation of seats for women, election procedure, qualification, tenure and removal of members of the village council. The powers and jurisdiction of village council are laid down which includes allotment of jhum, collection of animal tax, property tax, constitute Biodiversity Management Committee, and settle disputes. The functions and duties of village council are described, which include development of agriculture and allied sectors, land improvement and soil conservation, minor irrigation and water management, drinking water supply, sanitation and drainage. The Act makes provisions for the governance, management and conduct of business of the village council.
