Abstract
This Act declares the National Dairy Development Board (Board) as an institution of national importance and provides for its management and development of dairy sector in India. The Act consists of 50 sections over seven chapters: I. Preliminary; II. The National Dairy Development Board; III. Management of the National Dairy Development Board; IV. Powers and Functions of the National Dairy Development Board; V. Provisions relating to Directors and Employees of the National Dairy Development Board; VI. Finance, Accounts and Audit; and VII. Miscellaneous.
Chapter I contains the short title, commencement and definitions. Chapter II constitutes the Board as a body corporate and transfers and vests all the undertakings of the Indian Dairy Corporation in the Board. Chapter III states the composition of the Board of Directors of the Board headed by the Chairman. It further provides for terms of office, conditions or service, meetings, management committees and other provisions regarding administration of the Board. Chapter IV lays down the powers and functions of the Board including promotion, planning and organising programmes for the purposes of development of dairy and other agriculture based and allied industries; and adopting the co-operative strategy in a more effective manner and nation-wide basis. Chapter V consists of provisions relating to the directors and employees of the Board including organisational restructuring to ensure efficiency. Chapter VI provides borrowing powers to the Board, receiving grants and donations, forming a National Dairy Development Board Fund, preparing accounts and reports. Chapter VII empowers the Board to make regulations and requires every scheme and regulation made under the Act to be laid before the Parliament.

An Act to declare the institution known as the National Dairy Development Board in the State of Gujarat to be an institution of national importance and to provide for its incorporation and for the vesting in that body corporate of the undertakings of the Indian Dairy Corporation with a view to provide for the administration and the carrying on of the functions to be performed by the body corporate more effectively throughout the country and for matters connected therewith and incidental thereto.
