Abstract
This Act provides for declaration of certain institutions to be Institutes of national importance and for management and administration thereof. It consists of 41 sections over six chapters: I. Preliminary; II. The Institutes; III. The Authorities of Institutes; IV. The Council; V. Finance, Accounts and Audit; VI. Miscellaneous.
Chapter I contains the short title, commencement and definitions. It also declares certain Institutes as institutes of national importance. Chapter II incorporates such institutions and states that they will be not-for-profit legal entities and be open to all races, creed and classes. The powers and functions of these institutions include imparting instruction and research in such branches of food science and food technology, and any other branches of engineering, technology, science and management as the institute may deem fit; to hold examinations and grant degrees, diplomas, certificates etc.; and other powers and functions mentioned therein. Chapter III contains provisions for establishing authorities of an Institute such as Board of Governors, Senate and Registrar. Chapter IV establishes a central body known as the Council with functions such as coordinating the activities of all the Institutes, enhancing their performance, laying down policy framework, scholarships and other functions mentioned therein. Chapter V consists of provisions relating to finance, accounts and audit of the institutes. Chapter VI provides for power to make rules by the central government which shall be laid before the parliament.
