Odisha State Urban Water Supply Policy, 2013.

This Policy envisions providing universal access to potable piped water supply on 24/7 basis at an affordable price and in an equitable, sustainable and eco-friendly manner for citizens in urban areas of the state of Odisha. The Policy lays down the minimum water supply quantity to be provided ensuring 100% water quality for physical, chemical and bacteriological test at treatment plant, distribution point and consumer end. The Policy includes rationalizing tariff structure to facilitate maximum recovery of operational and maintenance costs.
The Policy lays down strategies in respect of a) Infrastructure – project development and implementation; b) Operations – efficiency, adequacy and equity, coverage and quality, data capture, monitoring, e-governance and disaster management; c) Institutional – capacity building, implementation committee and programme management unit, structural reforms and private sector participation; d) Legal – simplifying procedures, strengthening regulation and enforcement; e) General – source selection, consumer awareness, community consultation, social accountability and rate analysis. The Policy employs the SLB framework for key performance indicators and operational monitoring. It provides investment estimates for infrastructure improvement.
