Plastic Waste Management (Second Amendment) Rules, 2022.

These Rules amend the Plastic Waste Management Rules, 2016 (principal Rules). Rule 3 of the principal Rules is amended to add the definitions of biodegradable plastics, end of life disposal, plastic packaging, plastic waste processors, post-consumer plastic packaging waste, recyclers, reuse, and waste to energy. Rules 4 and 9 are amended. Rule 10 relating to protocols for compostable plastic materials is substituted to include protocols for compostable and biodegradable plastic materials. Further, Rules 11, 12 and 13 are amended. Rule 18 is added after Rule 17 of the principal Rules, which allows levying environmental compensation on persons not complying with the Rules as per polluter pays principle. Schedule I of the principal Rules are substituted.
