Abstract
These Rules prohibit the manufacture, trade, use, import and export of the following seven chemicals, namely: (i) Chlordecone; (ii) Hexabromobiphenyl; (iii) Hexabromodiphenyl ether and heptabromodiphenyl ether (commercial octa-BDE); (iv) Tetrabromodiphenyl ether and pentabromodiphenyl ether (commercial penta-BDE); (v) Pentachlorobenzene; (vi) Hexabromocyclododecane; and (vii) Hexachlorobutadine.
Rule 3 requires the person in charge of affairs of any industrial unit or premises where these chemicals are handled and stored to declare the quantities in use and the stockpiles. Rule 4 prohibits disposal of such chemicals onto any land, public sewers, inland surface water or in marine coastal areas. Rule 5 states that the waste containing such chemicals shall be disposed of as per the provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. Rule 6 allows use of these chemicals in quantities as required for research and development activities in Universities, Labs or Institutions after approval from the government.
