Abstract
This Act provides for the management of irrigation systems through the proper use of surface and groundwater, and for the recognition of Water Users' Associations.
The Act constitutes Water Users' Associations and defines their internal organization. The Association shall consist of all water users who are land owners in such areas. The Associations aim at promoting and securing distribution of water among its users, adequate maintenance of the irrigation system, efficient and economical utilization of water to optimize agriculture production, at protecting the environment and at ensuring ecological balance by involving the farmers.
The Act further provides for: powers of Associations to levy and collect fees; funds of Water Users’ Associations; offences and penalties; settlement of disputes; rule making powers for the State Government; etc.
