Abstract
These Rules are framed in exercise of the powers conferred by sub-section (1) of section 3 of the Uttarakhand Fisheries Act, 2003. They provide for enrichment, protection of fisheries, fisheries development, management of fisheries and fish stocking. Rule 3 requires the state government to declare rivers, streams, lakes, ponds and reservoir waters not being private waters. The Rules lay down the criteria for determining the area of waters and dividing them as per categories. The Rules constitutes committee for beat allocation, and provide for the procedure to be followed and terms and conditions for allocation of beat in rivers of plain area. Rules regarding permit for sports and fishing by angling are laid down. Rule 14 requires steps to be taken for enrichment of fisheries including stocking of fish seed in the rivers and streams. Rule 15 lays down certain restrictions for fish protection. Rule 16 prohibits fishing by invalid methods and Rule 17 provides for punishment for fishing through such prohibited methods. Rule 20 bans stocking of certain fish seeds and Rule 21 lays down the species for which fishing is prohibited.
