Abstract
This Act provides for the establishment and management of Central Warehousing Corporation and warehousing corporations at the state level in respect of agricultural produce. It consists of 43 sections over five chapters: I. Preliminary; II. The Central Warehousing Corporation; III. State Warehousing Corporations; IV. Finance, Accounts And Audit; and V. Miscellaneous.
Chapter I contains the short title, extent, commencement and definitions. Chapter II establishes the Central Warehousing Corporation (CWC) and states that the management of CWC shall vest in a board of directors to be assisted by an executive committee and a managing director. The functions of CWC include acquiring, building, operating godowns and warehouses for storage of agricultural produce, seeds, manures, fertilizers, agricultural implements and other notified commodities. Chapter III provides for establishment of warehousing corporations at the state level and management thereof. The state warehousing corporation shall be formed after approval from CWC. Chapter IV requires every corporation to submit a statement of programme of its activities during the forthcoming year and financial estimate, an annual statement of accounts, and such other returns, statistics, accounts and information as may be required by the appropriate government. Chapter V provides for taxation and winding up procedure in respect of warehousing corporations. It empowers the government to make rules and the warehousing corporations to make regulations.
