Abstract
This Policy provides for water resources management for the National Capital Region of Delhi (NCT Delhi). It consists of 15 chapters: I. Context; II. Relevant Economic & Demographic Conditions of NCT Delhi; III. Supply Norms & Demand Projections in Delhi; IV. The Water Resources of NCT Delhi; V. Alternative Scenarios; VI. Survey of National and State Water Policies; VII. Survey of selected International Water Policies; VIII. Constitutional provisions & Acts relevant to framing water policy in Delhi; IX. The Stakeholders; X. Aquifer Management; XI. Wastewater Recycling; XII. Water Efficient Fixtures, Sustainable Habitats, Detergent Composition; XIII. Challenges of Uncertainity; XIV. Emergent Policy Issues and Options; and XV. Proposed Policy Statements.
Chapter I and II provide the context and economic and demographic background of NCT Delhi. Chapter III discusses the supply norms and the projected domestic water demand based on the projected population in the state. Chapter IV describes the several water resources in the state including surface water, ground water, treated wastewater and rainwater. Chapter V outlines five conceptual scenarios and their outcomes based on controllable circumstances and those beyond control. Chapter VI surveys the national water policy of 2002 and 2012 and some state water policies and Chapter VII surveys selected international water policies. Chapter VIII highlights relevant constitutional provisions and legislation. Chapter IX identifies the important stakeholders such as local bodies, government departments, private and public institutions. Chapter X and XI discuss aquifer management and wastewater recycling respectively. Chapter XIV lays down emergent policy issues which the state needs to address. The prime objective of the policy is ensuring the long term water security of NCT Delhi even under conditions of external flux.
Chapter XV provides a series of policy statements each of which will be elaborated into an actionable program by a working group. These statements are as follows: 1. Priority In Water Allocation; 2. Demand Management; 3. Recycled Water Resource; 4. NCT Delhi Will Promote Conservation & Efficiency; 5. Controlling Distribution Losses; 6. Aquifer Management; 7. Database Management; 8. Access To Water For All; 9. Institutional Organization; 10. River Related Issues; 11. Public Education and Awareness; and 12. Promoting Innovation In The Water Sector.
