Abstract
This Bill further amends the Wild Life (Protection) Act, 1972. In particular Section 2, where a definition of animal trap device is inserted as clause 2A; insertion of new section 9A, specififying parties that may manufacture, sell, purchase, keep, transport or use any animal trap without permission. The Chief Wild Life Warden shall regulate permit thereof. Insertion of clause 12A, reading the grant for permitting scientific research. The constitution of a Scheduled Area as a sanctuary and National Park authorized by the State Government. Insertion of new section 38XA, whereby it gives additional provisions relating to Sancturaries and National Parks. The Central Government shall establish the Wild Life Crime Control Bureau (clause 38Y). New Chapter VB defines the regulations of international trade in endangered species of wild fauna and flora. Provisions of this Chapter shall apply to animal and plant and exotic species listed in Schedule VII. The Central Government shall designate a Management Authority and a Scientific Authority to ensure compliance with these provisions as well as giving directions. International commercial trade in specimens in captivity shall require authorization, as well as the possession, breeding and domestic trade of exotic species (clause 49).
The Director of Wild Life Crime Control Bureau has the power to undertake any delivery of such species to India or to foreign countries (Chapter 50A) with police authorities taking charge of articles seized and delivered.
Penalties for non-compliance shall be subject to fines and, in particular cases, imprisonment of less than seven years.
New Schedule VII (See section 49E) Appendix-I on animals and mammals is herewith added after Schedule VI of this Act.
