Abstract
The Bylaw aims to streamline land allocation, permitting, and coordination procedures for the development of renewable energy projects in Iran. It specifies that lands under national and governmental control can be allocated to eligible developers for renewable power plant construction under certain conditions, provided the projects comply with environmental, legal, and energy efficiency standards. It also obligates the Ministry of Agriculture and Natural Resources, as well as other relevant agencies, to cooperate in assessing land eligibility and ensuring projects do not infringe on protected areas or national infrastructure zones like roads and utility corridors. Projects over 100 megawatts or those in sensitive zones must undergo environmental impact evaluations. The regulation seeks to remove administrative hurdles while ensuring environmental protection, efficient land use, and compliance with broader national development strategies.
