Abstract
This Executive Order is enacted in 33 Articles in light of enforcement of Article 5 of the Law on Protection of the Sea and Navigable Rivers against Oil Pollution and Marpol Convention and is addressed to different Ministries and Administrative Organisations for enforcement. The Ports and Maritime Organization is in charge of implementation of this Standard and the Department of the Environment is in charge of supervising the implementation of this Order. The Order verifies the required supplies and equipments for receipt of the oil wastes and their transfer to the harbours and ports including specifications of the vessel being in charge of receipt of the oil wastes. The process for collection, saving, separation, transport and recycling of the wastes by the vessels are referred in this Order. Execution of waste collection and disposal efforts are performed by taking into account the beaufort scale and by using stainless steel materials for part of the equipment. The Order further provides for risk management under emergency conditions and supervision of the operation by the HSE expert.
