Abstract
The executive bylaw focuses on facilitating and regulating the purchase of electricity generated from renewable sources by private and non-governmental investors. It outlines definitions and key roles of organizations like the Renewable Energy and Energy Efficiency Organization (SATBA), the Ministry of Energy, the Ministry of Petroleum, and the Budget and Planning Organization. The bylaw mandates SATBA to report and settle fuel savings data quarterly, enabling investors to receive credit for the equivalent of unconsumed fossil fuels used in power generation. The bylaw mandates that investment in renewable energy projects, especially by private entities, be supported through guaranteed power purchase agreements and proper valuation of unconsumed fossil fuel.
