Abstract
The Regulation mandates that energy-intensive industries, such as steel, petrochemical, and metal sectors, construct their own power plants, prioritizing renewable sources. A steering committee, involving ministries like Energy, Industry, Oil, and Environment, oversees approvals and facilitates licensing. Industries must meet specific deadlines and efficiency standards or forfeit incentives. They can sell surplus electricity via bilateral contracts or the energy exchange. Financing must come from domestic and export revenues, with government support in grid integration and fuel pricing. Renewable and nuclear energy use is encouraged. The text also emphasizes environmental assessment and compliance, requiring timely responses from environmental authorities. Industries are obligated to adhere to national grid stability standards and are granted capacity certificates tradable on the energy exchange. Additionally, the Ministry of Energy is required to support electricity supply during outages or emergency limitations in investor-owned power plants. The text consists of 10 Articles.
