Abstract
This policy emphasizes leveraging the country’s privileged geographic position between two seas, extensive coastlines, and islands to maximize economic growth, scientific advancement, and regional influence through maritime activities. The policy mandates integrated and efficient management of marine affairs, development of marine economic zones, facilitation of domestic and foreign investment with robust infrastructure, and protection of the marine environment. It also prioritizes human capital development, scientific research, and international maritime cooperation to enhance Iran’s share in maritime transport and transit. The government has prepared a comprehensive sea-oriented development plan focusing on logistics, modernization of fleets and ports, and sustainable exploitation of marine resources, while safeguarding its marine ecosystems and promoting local economic activities such as fishing, agriculture, and tourism.
