Abstract
This Regulation establishes requirements for the environmental impact assessment of major new and development projects in Iran. It defines environmental impact assessment as a systematic process for identifying, predicting, evaluating and mitigating environmental impacts before project implementation. Project proponents must obtain an environmental assessment permit before commencing operations. They must also comply with environmental conditions and reporting requirements during construction, operation and decommissioning. The Environmental Protection Organization is responsible for supervising compliance and may prevent projects from continuing where regulatory requirements are not met. The Regulation provides for environmental management plans and procedures for processing environmental assessments. Special provisions govern environmental assessment of nuclear installations and radiation activities. The Annex identifies projects subject to assessment in sectors including agriculture, livestock production, aquaculture, water resources, waste management, energy, mining, industry, transport, tourism, wastewater treatment, and oil and gas. Agricultural activities covered include agro-industrial complexes, livestock complexes, slaughterhouses and aquaculture facilities, while water-related projects include dams, desalination facilities and inter-basin water-transfer systems.
