Instruction of Assignment of National and Public Resources for Agricultural and Non-agricultural Purpose.

The Instructions lay down provisons on assignment of national and public resources for agricultural and non-agricultural purposes. The text consists of 41 Articles divided into 5 chapters; Definitions (I); Instruction of Assignment of National and Public Resources for Agricultural purposes (II); Instruction of Assignment of National and Public Resources for Non-agricultural purposes (III); Conditions of Sale and Definite Transfer of Lands (IV); Miscellaneous Provisions (V).
The Act creates the Commission of Agricultural Projects in order to review the requests regarding transfer of the national and public lands for establishment and development of the farms, animal husbandries, poultry growing, aquacultures and relevant industries. Landless people, unemployed villagers, agriculture experts, entrepreneurs and experienced people are in priority of land assignment.
According to the Act all land assignments prior to this Act are legal and remain valid. Duration of the assignment agreements are between 1 to 15 years. To improve the environmental resources, 25% of all assigned lands should be devoted to planting trees.
