Abstract
Panel Code defines the substantive and procedural aspects of the criminal activity. The Code provides provision on different crimes recognition, the criminal efforts, criminal liability, punishments, protective and behavioural measures. The rules and regulations related to the detection of crimes, the prosecution of the accused and their investigation, the competent authorities, objecting the judgments, the duties of the judicial and law enforcement authorities during the investigation, the execution of the sentences and the rights of the accused person. The Panel Code of I.R. of Iran mainly defines the crimes and punishments in accordance to the Islamic religion.
Chapter 25 of the Code Articles 675 - 689 address the issues of making fires, destroying and damaging property and animals. The Code provides for imprisonment for putting fire on building, vessel, aircraft or factory or warehouse and generally any residential place or land for habitation or forest, threshing, any kind of crops or trees, fields or gardens belonging to another person. Anyone who intentionally and without necessity, kill, poison or injure the halal meat animal or meat of a hunted animal will be liable. Illegal hunting and cutting trees are addressed as a prohibited actions under the Code. The Code further penalise any intervention in the devices and facilities of public use such as water and sewage networks, electricity, oil, gas, post, telegraph, telephone, telecommunications, radio and television, and their related accessories including dams and canals and branching of pipelines and power plants and power transmission and telecommunication lines.Any action known to threaten public health, such as contaminating drinking water or distribution of contaminated drinking water, unsanitary disposal of human and animal excrement and waste materials, pouring poisonous substances in rivers, garbage in the streets and illegal killing of animals, illegal use of raw sewage or waste water from treatment plants sewage are penalised. Article 690 penalise any action that result in destruction of the environment and natural resources, including agricultural fields, nationalised forests, mountains, gardens, water sources, springs, rivers, natural and national parks, agriculture and animal husbandry facilities and agriculture and industry infrastructures.
The Code consists of 729 Articles divided into 29 Chapters.
