National Comprehensive Plan for Relief and Rescue.

The present Plan regulates provisions on National Comprehensive Plan for Relief and Rescue. The Plan consists of 57 articles divided into 5 Chapters; General Provisions (I); Department of Disasters and Emergency situations (II); National Working Group of Preparedness (III); Specialized Working Groups (IV); Miscellaneous Provisions (V).
Main objective of the Relief and Rescue Plan is to organize and integrate all elements of disaster management through efficient use of national resources, management of various domestic or foreign funding and determination of the duties and functions of various departments. The Act establishes the Department of Disaster and Emergency Situations. Main functions of this Department include policy making regarding disaster management, coordinating the activities of the relevant agencies, implementing preventive measures, distribution of funds and announcement of emergency situations. The Department consists of national committee and three sub-committee on operation, education and prevention.
The relief and rescue measures are considered as a part of operation sub-committee and the Iranian Red Crescent Society is the responsible authority to conduct and implement the rescue plan.
