Abstract
This document outlines the framework of the National Disaster Risk Management Law of Iran, which establishes a comprehensive legal and institutional structure for managing crises, with particular emphasis on natural and environmental hazards. It defines key concepts such as risk, vulnerability, resilience, and crisis, and sets forth a coordinated, multi-agency approach for preparedness, response, recovery, and mitigation. The law highlights the importance of reducing the risks of natural disasters such as earthquakes, floods, droughts, landslides, wildfires, and extreme weather events, as well as addressing environmental degradation including soil erosion and forest fires. It mandates the development of national and regional strategies, early warning systems, and public education initiatives aimed at building societal resilience. The law also assigns specific responsibilities to ministries, government bodies, and civil organizations, emphasizing inter-sectoral coordination to ensure effective and sustainable disaster risk management.
