Abstract
The POPs NIP for the I.R. of Iran, has defined objectives and actions, a financial cost and a time schedule for the management of POPs till 2020 as the year for reducing the hazardous impact of chemicals on health and environment. As per NIP action plans, the government shall adjust product and industrial structures, promote cleaner production, boost effective utilization of resources, create new economic growth possibilities, increase employment opportunities, improve the environmental awareness of the whole society and the level of public participation, and ultimately promote sustainable development. For implementation of the Convention the country shall focus on development of legal frame work for management of POPs; prohibition and prevention of the import and use of POPs pesticides; implementation of the measures for Best Available Techniques and Best Environment Practices; improvement of the support systems for the environmentally sound management and disposal of POPs wastes; ensuring appropriate, full and timely information exchange; creation and implementation of educational programs on POPs; and development of sound research, development, and monitoring system for POPs in the country.
The Plan is designed in 3 Chapters. Chapter 2 lays out for country profile, institutional, policy and regulatory framework for environmental and sustainable development polices, existing legislations regarding POPs, and assessment of POPs pesticides, PCBs, and DDT in public health uses. Chapter 3 provides for implementation strategy for tackling POPs, institutional and regulatory strengthening measures, and action plan for production, import, and export, use, wastes reduction and elimination of POPs pesticides, disposal of PCBs and equipment containing PCBs.
