Abstract
The document aims to establish a comprehensive framework for expanding domestic solar power generation capacity to at least 8,000 megawatts by 2031. The program defines the entire silicon-based solar value chain—from raw material extraction and polysilicon production to module assembly and supporting laboratory infrastructure—and sets quantitative and qualitative goals such as increasing the annual share of locally manufactured equipment, enhancing innovation, ensuring environmental standards, and boosting competitiveness in international markets.
