Third Social, Economic and Cultural Development Plan.

The Plan, which consist of 199 articles, regulates provisions on the government’s policies in social, economic and cultural development of the State. The objectives of the program include: correction of the administrative system and tax system of the State, reorganization of governmental companies, organization of economic activities, adjustment of the social security system, review the banking and monetary policies, making policies on environmental issues and development of science and technologies. Accordingly, the Plan shall prepare development plans in various sectors, such as, water, national resources, agriculture, industry, transportation, energy, post, telecommunications, education, accommodation, health, culture and defense.
