Abstract
The present Act sets rules for ownership of lands. It contains the following chapters: I. Definitions; II. National lands; III. Wilderness committee; and IV. Various provisions.
According to the Act, the Icelandic state is the owner of lands and any kind of land rights and benefits in public lands that are not subject to private property rights. The use of public lands, including the construction of structures, disturbance of land, utilization of benefits, water and geothermal rights, can only be done after obtaining a permission according to Article 3. A report should be submitted annually to the Parliament on the disposition of land and land rights within public lands and income from fees for such rights. Moreover, those who have used public lands as a pasture for livestock or have made other traditional uses as a pastureshall retain that right in accordance with the provisions of the relevant law.
The Act also sets rules regarding the Wilderness Committee, which shall have the following role: (a) investigate and determine what lands are considered to be national land and what are their boundaries; (b) decide on the boundaries of the part of the national land that is used as a pasture; (c) rule on property rights within national lands. It describes its composition, authority, procedural matters, communication with authorities, decision making, etc.
