Abstract
The objective of this Act is to ensure the safety of crews, passengers, and vessels and to enhance protections against maritime pollution. This objective shall be achieved by imposing specific requirements on education and training, age, sailing time, health, vision, and hearing of those working on board and by ensuring professional competence of crews commensurate with the size of the ship, tasks, and operating area. Furthermore, this objective shall be achieved by prescribing, among other things, conditions for the issuance of certificates, safety training or minimum manning of ships, crew duty positions, working and rest hours, safety management systems, working conditions, equipment and crew responsibility, and crew registration. Finally, this Act is intended to promote gender equality in access to education, training, and jobs on board Icelandic vessels. The Act applies to all Icelandic vessels, as well as foreign vessels under the conditions prescribed in Article 1.
The Act contains 40 articles organized in the following chapters: I. General provisions; II. License; III. Registration of fishermen; IV. Staffing and deviation; V. Duty status and work and rest time of crew members; VI. Working conditions and crew health; VII. Liability and safety management; VIII. Control, fees and penalties; IX. Various provisions.
