Abstract
This Regulation implements rules on materials and articles made of cellulose film intended to come into contact with food, including cellulose film used as a component in composite products, but excluding artificial cellulose casings. It classifies cellulose films into uncoated film, cellulose-coated film, and plastic-coated film, and sets production requirements by restricting the substances and groups of substances that may be used, subject to the conditions and limits listed in the annexes. It defines key concepts such as materials and articles, migration, overall migration, and cellulose film, and requires that printed surfaces must not come into contact with food. For non-retail stages, such materials must be accompanied by a written declaration of compliance, unless they are clearly intended for food use, and any special conditions of use must be indicated. The regulation also provides for official supervision by the Icelandic Food and Veterinary Authority and municipal health committees, penalties for violations, and implements EU Directive 2007/42/EC, replacing the earlier Regulation No. 921/2004.
