It allows discarding certain non-quota species without commercial value and some processing waste, but requires the utilisation and landing of specified by-products such as cod and saithe roe, certain livers, Greenland halibut heads/tails, cod heads from processing vessels, and trimmings from selected fillets. It also sets rules on releasing live lumpfish, wolffish, skates and halibut, treatment of damaged catch, exceptions for research cruises, and penalties for non-compliance.
