Regulation No. 708/2009 on infant formula and follow-on formula.

This regulation sets rules for infant formula and follow-on formula for healthy infants and young children, including their composition, permitted ingredients, pesticide-residue limits, labelling, marketing and official control. It requires formulas to be nutritionally suitable according to scientific evidence, sets detailed limits for energy, protein, fat, carbohydrates, vitamins, minerals and other nutrients, and restricts pesticide residues, including banning certain pesticides in raw agricultural products used for formula production. It also contains strong breastfeeding-protection rules: infant formula must not be presented as equivalent or superior to breast milk, labels and advertising must avoid discouraging breastfeeding, and promotion of infant formula is tightly restricted. Manufacturers or distributors must notify Matvælastofnun when placing infant formula on the market, and local health committees supervise compliance under Matvælastofnun’s oversight.
