Regulation No. 708/2009 on processed cereal-based foods and baby foods for infants and young children.

This regulation sets compositional, safety and labelling rules for baby foods intended for healthy infants under 12 months and young children aged one to three years, covering cereal-based baby foods and other baby foods, but excluding milk products for young children and products exported outside the EEA. It requires ingredients to be suitable for infants’ and young children’s nutritional needs, permits only specified added nutrients, and sets detailed limits for protein, carbohydrates, fat, sodium, vitamins, minerals and trace elements depending on product type. It also imposes strict pesticide-residue controls, including a general maximum of 0.01 mg/kg for individual pesticide residues unless specific limits apply, and bans certain pesticides from agricultural products used in baby-food production. Labelling must state the appropriate age group, prohibit indications for babies under four months, declare gluten status for products intended for infants under six months, provide energy and nutrient information, and include preparation instructions where needed. Enforcement is carried out by local health committees under the supervision of the Icelandic Food and Veterinary Authority, with penalties under food legislation.
