Decision of the Legislative Assembly of Marche Region No. 128 approving the Regional Waste Management Plan.

The Regional Waste Management Plan (PRGR) for Marche was adopted by the Legislative Assembly via Decision No. 128 on 14 April 2015.
The PRGR covers the period 2015-2020. It is organised in Plan Report (Part 1 - Knowledge Framework; Part 2 – Planning) and Part 3 – Regional Program to prevent waste production. Annexed to the Plan, there are the Environmental Report, Non-technical Summary and the Modification made on the base of the observation made.
Under Part 2, Section II, Point 1 the PRGR lists macro-objectives that apply to urban and special waste: 1) Guarantee the environmental sustainability of the waste management system; 2) Promote high levels of communication and cooperation; 3) Achieve optimal performance in terms of integrated management of municipal waste; 4) Encourage correct management of special waste. Section 13 outlines the actions to support the implementation of the Plan and achievement of those objectives, they follow: 1) Actions related to "environmental communication"; 2) Actions aimed at reducing waste production; 3) Actions to support recovery; 4) Actions for the optimization of the plant system (e.g Improvement of the performance of the OFMSW and green areas treatment plants and of unsorted waste treatment plants, Landfills); 5) Actions for the management of special waste and for particular types of special waste.
For Urban Waste (Part 2, Section II, Point 3) the PRGR to achieve prevention, recycling and reduction objectives promotes home composting, use of tap water and reuse of waste, increase of recycling through the re-organisation of the collection services to a door-to-door system, improve waste tax system.
Special Waste can be found from Point 5 to 10 (Part 2, Section II) where it is outlined the discipline for each type waste; a particular attention is also given to Packaging (Point 8) and Biodegradable material (Point 9). To bring an example of special waste that the PRGR considers: e.g. Sewage sludge – the PRGR’s actions are aimed at recovering the material to reuse it for irrigation purposes in agriculture and the residue as solvent; Waste from agricultural activity – the PRGR’s fundamental objectives are aimed at decreasing the production of waste resulting from agricultural activity; encouraging the recovery, recycling and separate collection of agricultural waste; simplifying process for producers and increase effectiveness of controls by the competent authorities. Part 2, Section II Point 4 and 12 concerns Treatment Plans and Landfills and Point 11 is on Remediation Sites.
Under Part 3 can be found the Regional Program to prevent Waste Production, a core implementation instrument of the PRGR. The Program identifies 3 strategic objectives and several measures and actions to achieve those objectives. The objectives are: 1) Disseminate, consolidate and further develop the issue of the prevention of waste production in the Marche region, affecting a permanent change of behaviour through e.g. preparation of guidelines for the community, a dedicated website, involve stakeholders in programmes and through incentives; 2) Set measures and actions for the prevention of waste production (e.g. food waste, packaging, paper) with greater environmental pressure; 3) Encourage the use of indicators as a necessary tool for planning and monitoring actions and to provide a quantity and quality contest in the contest of preventing waste production.
