Decree of 23 December 2022 implementing Regulation (EU) 2021/2115 of the European Parliament and of the Council of 2 December 2021, concerning direct payments.

Abstract
The Decree implements Regulation (EU) 2021/2115 of the European Parliament and Council, concerning direct payments. The document provides definitions and scope of application for the regulation, as well as references to other related regulations and decrees. The regulation is aimed at achieving the general and specific objectives indicated in Articles 5 and 6 of Regulation (EU) 2021/2115 for the period 2023-2027.
Among other things the Decree defines: active farmer; young farmer; and new farmer. The types of intervention, in the form of decoupled and coupled direct payments, (Art. 16 of the Regulation (EU) 2021/2115) activated in Italy (Art. 7 of the Decree) are: the basic income support for sustainability; the complementary redistributive income support for sustainability (Art. 14); the complementary income support for young farmers (Art. 15); the schemes for the climate, the environment and animal welfare (Art. 16); and the coupled income support. Art. 8 provides for the minimal requirements to obtain direct payments and Art. 11 the form to submit the request for basic income support for sustainability. In regard to the schemes for the climate, the environment and animal welfare Art 16 to 21 recognize and regulate following eco-schemes: payment for the reduction of antimicrobial resistance and for animal welfare; payment for the grassing of tree crops; payment for the protection of olive trees of landscape value; payment for extensive forage systems with rotation; payment for specific measures for pollinators.
The Decree then continues providing for the coupled income support connecting that to the following sectors and activities: milk and dairy production; meat production; sheep sector; cereals and other grains; oil; sugar; tomato; and soy production.
