Decree Law No. 104/2020 on urgent measures to support and revive the economy.

The DL No. 104/2020 lays down several measures to support the economy. It is organised in VIII headings (115 Articles) concerning the work discipline, national collaboration, prevision for the educational sector, to relaunch the economy, for the religious sector and fiscal measures. The DL is completed by 3 Annexes.
Under Heading I, Work Discipline, Art. 1 sets the discipline for redundancy ordinary and extraordinary funds, and ordinary check for different categories of workers due to COVID-19 emergency impacts. Point 8 establishes that agricultural workers check - CISOA (as per Art. 19, par. 3-bis. DL 18/2020) is granted, notwithstanding the limits established by the ordinary discipline. The article continues with information on the timeframe for submitting the request and on the integration of the new request to previously submitted requests.
The exceptions granted to employers from payment of social security contributions to their workers established by Art. 3 (for companies that have not submitted a request as per Art. 1), Art. 6 (when hiring permanent workers), Art. 27 (employers in the most disadvantaged areas of southern Italy) are not extended to the agricultural sector.
Under Heading VI, Relaunch and Support of the Economy (Art. 58-96), Art. 58 establishes a Fund for the food retail sector. The contributions are aimed for the purchase of products including wine, agricultural and food chains, including DOP and IGP, with the objective of promoting the territory and its products. The Ministry for Agriculture is the competent Authority for the promotion of the Fund, the article continues with information on the contribution request process. Further measures to support and relaunch the economy can be found, among others, under Art. 60 (funding to support businesses), Art. 62 (helps to small and medium-size businesses), Art. 64 (funding to the Warranty Fund for small and medium size businesses in the Mezzogiorno), Art. 81 (tax credit for advertising investments in the recreational fishery sector).
Under Heading VII, Fiscal Measures, the DL under Art. 106 amends Art. 136-bis of DL 34/2020 on revaluation of agricultural cooperatives’ commodities and assets.
